MEMORANDUM OF TELEPHONE CONVERSATION
Participants: Congressman James Richards
Mr. Acheson
The Secretary telephoned Congressman Richards and
said that he wanted to say that the report in the papers this
morning about General Ridgway making a proposal to the
Communists for a truce and cease-fire was incorrect at the time
it came out in the papers, but that now arrangements have been
made for him to make such a proposal over the radio. The
Secretary said this would be merely to inquire whether the
Chinese wished to have a meeting to discuss an armistice.
He then read to Congressman Richards most of the substance
of the message as General Ridgway would put it out.
Mr. Acheson said that he thought in this way we could find
out whether the Russians were kidding us.
Congressman Richards said he thought that was right
and he appreciated Mr. Acheson's telling him.
