adviaed the Tranian Covornent on its devolopment program, called

The Secretury concented, after reading Thomburg'e thit
the present oitustion in Tran is probably due partly to Vostorn Adeus which
hnd been started in that courtry, but vhich Traniane are unable for various
reasons to eary through. As a result, thero are a good may *unomployed

preesing it vithout an adequato understanding of. how to bring it about in
