During a conversation with Ambassador Thomen in
my office just prior to exchanging notes with him con-
cerning the termination of the Financial Convention of
1940 between the United States and the Dominican Republic,
I took occasion to mention the current negotiations be-
tween our two Governments for bases in the Dominican
Republic in connection with a long range proving ground
for the guided missiles program. I mentioned to the
Ambassador my personal interest in these negotiations
and expressed the hope that they would be expedited in
view of their importance to the defense effort. Ambas-
sador Thomen stated that his Government is resolved to
lend its fullest cooperation to this project and expressed
his personal desire to be helpful in every way possible
"toward bringing about the successful conclusion of an
agreement.
In response to my question, Mr. Bennett stated that
the Dominican counter draft is now being studied by
officials in the Defense Department. I asked to be kept
informed of the progress of the negotiations and to be
advised in the event there should arise any difficult
point of controversy in which my personal intervention
might be helpful.
