Mr. Joe Short called Mr. Acheson last night and said
that the President would be asked at press conference this
morning for comment on a statement by Henry Wallace that
the President had favored in 1946 a loan to Russia. The
Secretary called me and at his suggestion I got Mr. Armstrong
and his staff to work digging out the information on the matter.
Mr. Armstrong, Mr. Harvey and I saw the Secretary at eight
o'clock at his house this morning and Mr. Harvey presented
the attached memorandum which gives the entire story on the
matter. The memorandum was designed to form the basis
of a reply by the President.
The Secretary went over the memorandum and then called
Mr. Short; explained to him what it was, and then I dictated
the memorandum to Mr. Short's secretary over the telephone.
