At the same time the United States Government believed that further
delay in obtaining a unified Korea would create greater hardships for
the Korean people. It also believed that the inability of the United
States and the U.S.S.R. to reach agreement should not be permitted
to delay any further the urgent and rightful claims of the Korean
people to independence.
For these reasons the United States referred the Korean matter to
the General Assembly of the United Nations and in October 1947
introduced a resolution calling for the creation of a Korean govern-
ment on the basis of elections under United Nations observation.

The General Assembly adopted a resolution on November 14, 1947,

were to be held for the purpose of selecting a National Assembly which

would draft a democratic constitution and establish a national govern-
ment. The Soviet command denied the United Nations Commission
permission to enter its zone, thus depriving North Koreans of the
right to participate in a free election.
After elections to choose 200 representatives were held in South
Korea in May 1948 under the observation of the United Nations
Temporary Commission, a monstitution was drawn up and a government
was established along democratic lines. The National Assembly
was
constituted on a proportional-representation basis, and seats were
reserved for representatives to be freely elected by the people of
the northern part of Korea.
While the freely elected government of the Republic of Korea was
being organized, the Soviet occupational forces, in defiance of the
United Nations, set up a puppet regime in the north which they
called the Democratic People's Republic of Korea.
The real character of this Soviet-sponsored regime was appropriately
described in a report which the United Nations Commission on Korea,
created to supersede the Temporary Commission, transmitted to the
General Assembly on July 28, 1949: "The northern regime is the
creature of a military occupant and rules by right of a mere
transfer of power from that Government. It has never been willing
to give its subjects an unfettered apportunity, under the scrutiny
of an impartial international agency, to pass upon its claims to
rule.
"The claims to be a people's democracy and its expressions of concern
for the general welfare are falsified by this unwillingness to account
for the exercise of power to those against whom it is employed. "
