MR. ACHESON: We are talking about the situations which led up to the meeting
in London, which had a very important effect on the development
of NATO, and there is one development here which I think is
worth commenting on for a moment. A group tent over for about
a week before the ministers met in London and had discussions
with a ministerial group in Britain, and out of this came some-
thing which is a very important thing which goes all the way
through our international relations and relations with Britain.

bureau, and we worked on it for a considerable time. We never

conversations with the British. To keep the record straight,
we were also having preliminary conversations with the French,
and tri-partite conferences, because we didn't very well feel
we could talk just with the British for that length of time
without letting the French in on the thing. That was.

worked out: this paper called #Special relationship between the
