The answer was very rugged in doed: ve tole him that under no circunstances could we agree to this; in fact, the only person in/the vorld who could egree to it, and he probably vouldn't was the President of the United States; and that if Mr. Churchill mañe this speech, it ves a breach of security of the nost horrendous nature and vould raise the gravest ques tions about the future.
