Acheson were somewhere in the neighborhood of 50-50, if not less,
that there
could be a successful outcome of the liquidation of this occupation.
But it had to be undertaken, and it was quite possible that Japan would
absolutism,
revert imperialism, and all the other obscurantisms of the
past. But the only thing to do was to try it, and try it in a complete
and wholehearted way. And that was our only chance, and that was what
we undertook to put through. When Korea occurred, this produced new
problems for us, because the military, who were always somewhat skeptical
and hesitant about this whole business, became much more sireptical and
hesitant about it because Japan had now become the base of operations
in a rather major war.
