MEMORANDUM FOR: THE SECRETARY OF STATE In your memorandum to me of April 11, you suggested that the Omnibus Inmigration Bill, H.R. 5678, introduced by Representative Walter, mexited executive approval and early enactment. Since that time, this bill has been passed by the House of Representatives, and its companion bill, S. 2550, introduced by Senator McCarrang is now before the Senate. I have asked the Director of the Budget to give na his views on this matter, and I am attaching a memorandum from him to mo, setting forth his views, together with a supporting analyais of the major provisions of these bills. You vill note that the Director of the Budget feels that the provisions in these bills which permit the inmigration and naturalization of persons from Asia are extremely limited in scope, and do not outweigh, in the good they do, the damage done to our general imnigration policy by the other provisions.
