Nr. Culbortson onled on the telephone from Herico City today to
report that be and Menars. Neal and Blocker had beon appronched last
night by Mr. Namael Aguilar of the Nexican Voreign orfice concerning
an extension of the 1951 algant labor agresnent. vhicia is due to
expire on February 11. Mr. Aguilar ande it very cleas that Mexico
did not want the agreement to expire and hoped that something could
be done to extend the present agzeement during the discussions lending
to mothor agressent. Nr. Aguilar proposed that a statement night be

that it is in the matual interent of the United States and Mexico to
extend the present agreement.

whole migzant labor situation with Hr. Devid Stowe at the Mhite House
last woek and that, up until nou, the Prosident las not altered nis

penalty legislation has been paased by the Congress. or at least has
reached the stage that its passoge can be counted on. With that in
