On the occasion of your National Convention I wish
to send greetings and to express congratulations for the
notable work that ORT, as a voluntary organization, has
done throughout the world in the field of rehabilitation
through vocational training. Teaching men how to use
the tools of production may certainly be regarded as an
important step toward the development of personal confi-
dence and competence as well as national rehabilitation.
