- 9 - Federal assistance is indispensable. There is no better way for us to guarantee our own future security and our freedom, &S well as theirs, than to help those States which are financially unable to provide adequate education for all. For neither freedom nor security can bei assured except under an educated electorate. Take a second instance: housing. Here again, security means freedom and freedom means security. Bad housing--slums--mean bad senitation, followed by disease and death. A spot map of any American city shows that the highest incidence of disease like tuberculosis is precisely in the same blocks as substandard housing. And in those same areas, juvenile delinquency is higher, the crime rate is greater; and plain, simple human misery is thicker. Bad housing means poor homes; and the freedom of any family to be a family is closely coupled with the security of a good house. But millions of families cannot afford either to rent or to buy good houses. And private capital cannot provide the needed housing for the low-income families. Security for them cannot come until they are free to live in a good house, which can only be provided through government action. "Nelfare housing" for the lower-income families means their freedom and security. And it also means the freedom and security of all others as well. The reduction of disease and crine, and the brightening of life for all our citizenry are real dividends on our investment in slum clearance and low-cost subsidized housing. Louisville may, of course, have no alums. But within earshot of the debates on Capitol
