regarding Russia. On the proposal of the President, Vilson, they sont out by
wireless last night an invitation to "every organized group that is now oxor-
cising or attompting to excrcise political authority or military control anywhere
in Siberia or within the boundarios of European Russia as they stood before the
war" - except in Finland - to call 2 truce betwoon themsolves and withdrawall
armed forcos directed against any people or territory outside of those boundaries
and sond representativos not more than three for each group to moot dolegates of
the associated powers on Princes Islands in the sea of Marmora.
