The following instructions will govern in the granting of passes to various towns in or near the Second Army area for officers and enlisted men of this command: 1. Passes to Metzo In conformity with instructions from GHQ and from the Allied Coumander-in-Chief no passes will be issued to Metz except to ficers or men on official business. Passes to Metz will only be gren ted by these headquarters upon application from Corps and Division Commanders, and Se parate Unit Commanders of Army troops. Applications will state the business upon which the officers or men are engaged. Permission will not be gran ted to stay in Metz over night unless the business of the officer or man absolute] requires this stay. 2. Passes to Nancy The French Missions attached to Corps and Divisions have authority to grm t passes to Nancy as follows: - At the rate of fifty officers or men per day, for divisions; and fifteen officers or men for corps troops. These passes will be printed on a form similar to the one attached to this order and will be signed by the Lieison Officer of the French Mission attached to the Corps or Division and also stamped and initialed at the headquarters of the Corps or Divi- sion. In case of Army Hendquarters or Army Troops, passes to Nancy will be granted upon application of the Chief of the Section oz Service involved, to the Office of the A.C. of S. G-l. In no case will passes to Nancy be gram ted for a stay over night. 3. Passes to Toul. The Comma ding Generals of the 7th and 28th Divisions are authorized to grant passes up to fifty officers or men, each, daily, for the purpose of visiting Toul. Officers and men visiting Toul on this authority will leave the city before 22 hours each evening, except when there is some special reason for staying later. 4. passes to Commercy The Commending General of the 79th and 88th Divisions are authorized to grant passes up to fifty officers or men, each, daily, for the purpose of visiting Commercy These passes will not per mit of a stay in Commercy over night. II. Above mentioned passes to Toul and Commercy are in addition to officers and men permitted to enter Toul by Corps, Division or Separate Unit Commanders on official business. In bo th cases, however, officers and men should carry the necessary authority for their being in the towns mentioned. III. Officers and men on pass will be epxected to creditably represent their units. Laxity in appearance, military bearing, or courtesy, may operate to bring a forfeiture of thèse privileges upon the entire unit of which the offender is a member.
