I told him that we were at present in interim period during which we must work for unity of free powers. I referred to negoti- ations in connection essentials of peace resolution last year as illustration of results which can be obtained by consultation. I said that while we are consulting with our friends with a view to developing a strong resolution reflecting views of all, it might be necessary adopt 6ppower resolution, suitably amended to bring it up to date. This can be considered both preliminary reply to Peking's slaps in the face to UN and a way to hold friends together until common position is worked out. Urdaneta liked these views and said he hoped Rau would not insist on 12-power resolution being considered. We agreed that this would be appeasement of Peking, which when it WS.S not passed, would maire it appear West set itself against East. Urdaneta felt strongly there could be no talks with Peking until cease-fire had been carried out. He suggested that POC be utilized in Korea and we suggested that perhaps something in this sense like Rau's tentative amendment to 6-power SC resolution might replace last paragraph 6-power GA resolution. I told Urdaneta that while these views are personal, I had no objection to his reflecting them among his GA colleagues.
