The Charge stated that it was his opinion that the precent Chinese intervention in For . wee motivated by a remaine fear of accression in Korea by 08 troope, and that the Communist regime vee olaving upon this fear for internal and external propegenda purposes. The Charge stated that it appeared that the Chinese Communist =1m was "an independent Xorean Government which would not constitute a threat to China" and that from the standpoint of the Chinese Comannists, this would "necessitate 9 voice for Chinz in the Security Council". the Chinese Communists objective might be to safeguard its frontiers and for that enrose the establishment of . buffer zone of about fifty miles inside of Korea might be considered a artisfactory solution by the Chinese Communists. He based this view on the fact that (1) the Chinese did not intervene Immediately following the crossing of the 38th parallel by the UN forces, (2) the Chinese did intervene when the UN forces reached near the Yalu Hiver and (3) Offices Communists stopped their offensive against the forces BE soon as the US trosse had been with&rewn to . line any proximetely this distance from the border.
