PRIME MINISTER.
Referring to my 54. On the recommendation of Harriman and
Hopkins, I am authorizing a delay in delivery of the message to Stalin
until Harriman considers the time appropriate.
Harriman and Hopkins are of the opinion that its delivery now
might adversely affect prospects of an agreement on the Polish problem.
