As you know, the new govern- ment has addressed parallel communications to us requesting that we accord recognition. that On the basis of the assurances given by the New Government and on the recommendations of Ambassador Harriman, I plan to accord recognition to the New Government to become effective at 7 p.m., Eastern War Time on July 3. I feel that now the matter has moved this far forward any further delay would serve no useful purpose and might even prove em- barrassing to both of us.
