Ambassador Harriman has informed ne and I concur that the new
Polish Provisional Government of National Unity has been established
in conformity with the Crimea Decision. As you know, the new govern-
ment has addressed parallel communications to us requesting that we
accord recognition.

On the basis of the assurances given by the New Government and
on the recommendations of Ambassador Harriman, I plan to accord
recognition to the New Government to become effective at 7 p.m.,
Eastern War Time on July 3.
I feel that now the matter has moved this far forward any
further delay would serve no useful purpose and might even prove em-
barrassing to both of us. I hope, therefore, you will agree to
accord recognition simultaneously with us.
