THE PRESIDENT
Is preparing message to Congress. Wants Cabinet members to study
it. It covers amendments to Defense Production Act.

Had a little brawl the other day (Friday AM).
Humphrey and Capehart
squared off. Lehman tried to separate them and Capehart moved in on him.
It occurred in Radio Room where they were making a recording for broad-
cast.
MARSHALL
Defense is asking for $10 million for Philippine military support
which funds are now in Army but State is balking.
ACHESON
Will shake it loose.
THE PRESIDENT
Asked Braman about Cooley Report which came out in press yesterday
criticizing State and Agriculture.
BRANNAN
Is certain that Cooley leaked the report himself. The things com-
plained of have been solved by State and Agriculture. To Mr. Wilson's
credit the farm machinery supply is adequate for the fall harvest.
