The information herein contained is for the exclusive use of
Naval Personnel.
2. In making this traffic available to the Navy Department. the
State Department has done so with the understanding that a
record will be kept of all persons having access to such tele-
grams. Accordingly, all addressees of this Brief must be pre-
pared to advise the State Department. on request. of all per-
sonnel seeing the information contained herein.
Unless otherwise stated, all parenthetical notations are by
the Division of Naval Intelligence. These Briefs are "infor-
mation" and not "action" copies.
