1. The information contained hercin is for the exclusive use of
Naval Personnel.
2. In making this traffic available to the Navy Deportment, the
State Department has clone so with the understanding that a
record will be keut of all persons having access to such tele-
grams. Accordingly, all addressees of this Brief must be pre-
pared to advise the State Department, on request, of all per-
sonnol secing the information contained horein.
Unless otherwise stated, all parenthetical notations are by
the Division of Noval Intelligence. Those Dricfs are "infor-
mation" and not "action" copics.
