1. The information contained heroin is for the exclusive use of
Naval Personnel.
2. In making this traffic available to the Navy Department, the
State Depart: ent has done so with the understanding that a
record will be keut of all persons having access to such tele-
grams. Accordingly, all addressees of this Drief must be pre-
pared to advise the State Department, on request, of all per-
sonnol secing the information contained horein.
