1. The information contained heroin is for the oxclusive use of
Naval Personnel.
2. In making this traffic available to the Navy Department, the
State Department has done so with the understanding that a
record will be keot of all persons having access to such tele-
grans. Accordingly, all addressees of this Brief must be pre-
pared to advise the State Department, on request, of 071 por-
sonnol secing the information contained horein.
Unless othervise stated, all parenthctical notations are by
the Division of Naval Intelligence. Those Bricfs are "infor-
mation" and not "action" copies.
