DEB NLT, Date TOP 9-10-80 By SECRET SECURITY INF ORMA TION SUMMARY OF TELEGRAMS KASHMIR Dr. Graham met yesterday with representatives of India and Pakistan and presented his revised 12 proposals for a settlement of the Kashmir dispute. Under these proposals the two coun- tries: 1) reaffirm their determination not to resort to force; 2) agree to instruct their official spokesmen and to urge all organs of publicity not to make warlike statements; 3) reaffirm their will to observe the cease-fire effective from January 1, 1949 and the Karachi agreement of July 27, 1949; 4) reaffirm their acceptance of the plebiscite principle under the auspices of the UN to determine the accession of Jammu and Kashmir to India or to Pakistan; 5) agree that the demilitarization of Jammu and Kashmir shall be effected in a single, continuous process; 6) agree that demilitarization shall be completed in 90 days; 7,a) on the Pakistan side of the cease-fire line the tribesmen and Pakistan nationals not normally resident therein who had entered the state to fight will have been withdrawn by the end of the 90 days, Pakistan troops will also have been withdrawn and there shall be no more than 3,000 to 6, 000 Azad Kashmir forces, these latter to be officered by neutral and local officers under the surveillance of the UN and separated from the control of the Pakistan High Command; 7,1 b) on the Indian side of the cease-fire line the bulk of Indian forces will have been withdrawn leav- ing an Indian army force of from 12,000 to 18, 000; 8) agree that demili- tarization shall be carried out in such a way as to involve no threat to the cease-fire agreement; 9) agree that representatives of India and Pakistan will meet under UN asupices to draw up a program of demilitarization in accordance with paragraphs 5, 6, 7, and 8 above; 10) agree that the Indian Government shall cause the Plebiscite Administrator to be formally ap- pointed to office not later than the final day of the demilitarization period; 11) agree that the final disposal of the remaining Indian and Kashmir State forces at the end of the demil itarization period will be made by the UN representative and the Plebiscite Administratorin consultation with the Government of In dia, and the final disposal of the remaining Azad Kashmir forces will be made by the UN representative and the Plebiscite Administra- tor in consultation with the local authorities; and 12) agree that any dif- ference S regarding the program of demilitarization will be referred to the military adviser of the UN representative and, if disagreement continues, to the UN representative, whose decision shall be final.
