Guidelines, March 6, 1982 By DEB NLT, Date 9-10-85 September 5, 1952 TOP SECRET SECURITY INF ORMA TION SUMMARY OF TELEGRAMS KOREAN Our Ambassador at Ottawa has been informed that the NEGOTIATIONS Canadian Department of External Affairs is considering instructing the Canadian Ambassador in Washington to propose to the US that the UN Korean negotiating committee be authorized in the near future to offer to conclude an armistice on the basis that all UN prisoners in Communist hands be immediately exchanged for the 85,000 UN-held Communists who have signified willingness be repatriated and that the question of disposition of other Communist prisoners who have so far signified their desire not to return be left for future settlement. UN negotiators could perhaps propose some machinery to deal with this second question at a later date. The Canadians state that this proposal is along the lines of suggestion made some time ago by Peiping Foreign Minister to the Indians. The Canadians believe the recent UN military action has had a softening effect, at least on the Koreans, and therefore consider the moment opportune for attempting to break the stalemate and at same time counter any intent the Soviets may have to bring the prisoner of war issue before the forthcoming General Assembly session. On the other hand, the Canadians, contrary to US views, are opposed to bringing Korea before the General Assembly at an early date and would greatly prefer the Korean question be passed over in the General Assembly on the ground that the situation is unchanged since the last General Assembly and therefore, there is no reason for renewed discussion. EGYPT Our Ambassador at Cairo reports Ali Maher's dis- - satisfaction with several provisions of the proposed land reform program and believes most drastic provisions must be moflified if Egypt's economy is not to suffer drastically. Maher is under terrific pressure from the landowners and at the same time is faced with a situation wherein the present ministers are unwilling to associate themselves with reforms which they know will not be in office to carry out and the projected ministry will refuse to accept the responsibility for carrying out reform programs which it did not participate in developing.
