Guidelines, NLT, Date March TOP 4-11-85 6, December 16, 1952 By SECRET SECURITY INFORMATTON SUMMARY OF TELEGRAMS EGYPT- Prime Minister Naguib of Egypt has informed our SYRIA Ambassador that in a full discussion of the world situation with Colonel Shishakly, the strong man of Syria, he found their views coincided on the following position: 1) a neutral position is impossible; 2) cooperation with the Communist countries is impossible; 3) Egypt and Syria are basically orientated toward the West. On the other hand, both leaders are most unhappy about Palestine and the situation in North Africa. They are determined to bring about British evacuation from Egypt. In addition, they need US military and economic assistance. Ambassador Caffery adds that for obvious reasons the Syrian and Egyptian Governments would prefer that the Western powers not take their inclination in an occidental direction for granted. NORTH AFRICA In view of rumors being circulated at the UN by Moroccan independence party leaders and others that the Sultan of Morocco is in imminent danger of being deposed, the Department has suggested that Secretary Acheson may wish to mention the matter informally to Foreign Minister Schuman in Paris. We suggest the Secretary might express the view that a recent French public disavowal of intention to depose the Bey of Tunis is having a quieting effect on the North African situation and that he presumes the French Government entertains similar intentions toward the Sultan of Morocco. Since we understand from the US delegation at theUN that the tone of debate on Morocco is more serious in criticism of the French than was the Tunisian discussion, presumably a French statement denying the rumor would be even more useful. We feel justified in mentioning this matter with the French since in their absence from the North African debates in the UN we have had to accept a more active role than we would have desired.
