OFFICE OF THE SECRETARY OF STATE WASHINGTON May 31, 1951 SECRET SUMMARY OF TELEGRAMS FOUR-POWER - TALKS At a four-hour session of the Four-Power - talks in Paris on Tuesday, Soviet Delegate Gromyko adamantly maintained that the North Atlantic Treaty and US bases question was the principal cause of existing tensions in Europe and that the Soviets see no point in holding a meeting of the four For - eign Ministers if agreement is not reached on the inclusion of the NAT item on the agenda. In view of this unyielding attitude, and following a personal message from the Secretary to French Foreign Minister Schuman, tripartite agreement has now been reached to deliver to the Soviet Government today, through Gromyko and in Moscow, notes from the US, UK and French Governments, stating that although the deputies have not reached full agreement on an agenda, the three Governments consider that the amount of agreement so far reached makes possible a meeting of the Foreign Ministers which would permit discussion, among others, of all topics proposed by the Soviets in the exchange of notes preceding the Paris conference and at the outset of the confer- - ence. Accordingly, the US Government in its note invites the four Foreign Ministers to meet in Washington beginning July 23, and is pre- pared to participate in such a conference not only on the basis of the split agenda, but also on either of the two other agenda proposed by the three Governments. The German and Austrian Governments and the NATO Deputies will be informed today prior to delivery of the notes. IRAN At a luncheon meeting between Iranian Prime Minister Mosadeq and the British Ambassador in Tehran at the American Embassy there, Mosadeq maintained the atti- tude that no discussions could be held by the Iranians either with the Anglo-Iranian Oil Company or the British Government except within the strict framework of the existing nationalization law, although he pointed out that discussions were possible within the law concerning the establish- ment of an organization to assure continued production and sale of the oil, the company's compensation claims, and a development contract between DECLASSIFIED E.O. 12065, Sec. 3-402 S State Dept.
