051- BULGARIA
The Bulgarian Foreign Minister has made a curt
acknowledgment of the receipt of our aide-memoire regard-
ing relations between the Government and the opposition. Barnes believes
that the Russians dictated the reply, which he considers to be a curious
one coming from a defeated ex-enemy satellite nation.
The British representative on the Control Commission in Bulgaria has
learned from a source considered reliable that Tolbukhin during his visit

to Sofia made arrangements for 99-year leases on military bases Varna and
Bulgaria
Bourgis.
GERMANY
Bidault has replied to the American message regarding the
051-
creation of central agencies in Germany. He recapitulated
previously stated French arguments on this subject, states that the French
Government continues to feel that independence administration should not be
established and that in any event the French Government would not agree to
the extension of such authority to the Ruhr, the Rhineland or the Saar.
Bidault concludes by suggesting that a four-power conference be convened
as soon as possible in order to examine the question of central German
administrations and the question of western Germany

IRAN
Embassy Moscow has heard from a source considered to be
reliable that the Russians are putting tremendous
pressure on Iranian Prime Minister Qavam. Russian demands are stated to
be recognition of autonomy of insurgent area, oil concessions to the Soviet
Union, and agreement that Soviet troops remain in northern Persia. It has
been indicated that troops might be withdrawn if the oil concessions are
granted. It is further reported that Qavam has been told that if the Shah
will not agree to this program he must go, and Qavam has probably been
promised the throne. Embassy is not optimistic about Qavam withstanding
pressure.

RUMANIA
King Michael has asked for the American point of view on
six points. They are: (1) Does the United States expect
to continue to participate in carrying out further steps required to give
effect to Moscow decision regarding Rumania; (2) does the United States
believe that Soviet troops should leave Rumania after the conclusion of
peace; (3) Does the United States believe that the three powers will
