DEPARTMENT OF STATE OFFICE OF THE SECRETARY WASHINGTON April 17, 1946 SUMMARY OF TELEGRAMS 051- an FINLAND During a discussion of the visit to Moscow of the Finnish Prime Minister and five of his Cabinet Ministers, the Finnish Foreign Minister said that the question of a military alliance between the USSR and Finland was not being discussed at present and that the Finnish Government thought such a question would properly arise only after the peace treaties had been concluded. 051 - FRANCE The political crisis over the new French Constitution has reached its climax. Caffery reports that if the MRP breaks with the left parties on this issue, its representatives will almost certainly not continue on in the Gouin Cabinet but would be replaced by Socialist and Communist Ministers. 051 - HUNGARY Our representative in Budapest believes there is no tangible basis for representations that the oil agree- ment recently concluded between Hungary and the USSR impairs Hungarian sovereignty or the rights of US nationals. 051- IRAN The Shah has told Ambassador Murray that he believes Prime Minister Qavam reached a secret understanding with Stalin when he visited Moscow. The Shah is disturbed by efforts which he says are being made to separate him from the Iranian Army and by the recent appointment of pro-Soviet persons to numerous Government positions. Iranian officials justify their action in withdrawing 051 ran Iran's case from the Security Council by citing the necessity of main- taining friendly relations with the USSR. 051 han Our Consul in Tabriz reports that the Red Army is holding joint nameuvers with the Azerbaijan Army outside the city. JAPAN 051- - General MacArthur believes that the assertion by the Far Eastern Commission of the power to approve or disapprove acts of the Japanese Government is a violation of the terms of the Moscow Agreement and our interpretation of that agreement.
