051- GERMANY
Murphy reports that the French have agreed to recognize
the Social Democratic Party and the United Workers Party
in Berlin, thus removing the Soviet objection to holding elections in
Berlin and making possible the fixing of a definite election date
probably in October.
051 NEI INDONESIA
The Netherlands Government's new offer to the Indonesians
recognizes the de facto authority over Java of the
Indonesian Republic except those parts occupied by Allied military
administration. It takes cognizance of the Republic's claim of de facto
authority over Sumatra and provides that Sumatra and other parts of the
Netherlands East Indies will be given an opportunity to express freely
their wishes concerning their status in a. "federative free state" which
would be a partner in the Kingdom of the Netherlands.
051- IRAN
Prime Minister Qavam has told our representative that a
delegation will leave Tehran shortly to resume negotia-
tions with Azerbaijan leaders. Qavam added that he was very anxious
not to weaken Iran's position before the United Nations but had ordered
Ambassador Ala to return to Washington. He said that if Iran should
need a representative to appear again before the Security Council, a
new one would be designated.
057 - ITALY
Embassy Rome reports that a decision to accept the "French
line" as Italy's eastern frontier would be a bitter disap-
pointment to all Italians and that the representatives of the Italian
Government elected on June 2 could accept such a line only under duress.
051 - SAUDI ARABIA
Amir Faisal has told our representative in Jidda that it
would be useless to discuss cooperation between Saudi
Arabia and the US as long as the atmosphere is clouded by grave distrust
of the basic US policy in the Middle East. He added that he hoped the US
would not sacrifice the good will and the considerable investment of the
US people in the Middle East in favor of Zionism.

Molotov has agreed to reconsider our request for permission
to open a Consulate in the Soviet occupied zone of Korea.
Ambassador Smith thinks we may get an affirmative reply and asks that no
action be taken to close the Soviet Consulate in Seoul until the Soviet
reply
