ARGENTINA
051-
The Acting Secretary has informed Argentine General von der
Becke that the best manner to proceed with the defense of
the hemisphere is energetically to endeavor to reach a solution of pending
matters between Argentina and the US. He suggested that von der Becke
inform his Government of the great importance of compliance with the Mexico
City resolutions. The General has stated that the Act of Chapultepec would
have to be submitted to the Argentine Congress for ratification. It seemed
evident during the conversation that the General, and therefore perhaps the
Argentine Government, is desperately anxious to reach an agreement with us
on defense and especially if it can do so without real compliance with its
commitments.
051 - FRANCE
Caffery reports that the social climate in France is
potentially more troubled than it has been since the Liberation
and while he does not anticipate a Communist armed insurrection in the near
future, evidence is appearing that the Communists are beginning to create
an atmosphere of unrest and discontent which could lead to revolutionary
fervor.
SINEI's INDONESIA
Counter-proposals calling for more concessions by the Dutch
than earlier proposals which the Netherlands did not find
acceptable have been presented to the Dutch by leaders of the Indonesian
*Republic".
051- GERMANY
General Robertson has announced that the British Military
Government will take over direct control of farming estates
in the UK zone over 1200 acres in size pending recommendations on land reform
by the German Advisory Council. British officials say the action is only the
first step toward land reform in their zone.
051- HUNGARY
Our representative in Hungary has heard but not confirmed
that the USSR desires to expand its existing trade agreement
with Hungary in an attempt apparently to absorb substantially all of Hungary' s
exports.
051 - POLAND
Accepting the assurances given by Polish officials, we are
suggesting to the Secretary that we resume deliveries of US
surplus property to Poland but that implementation of the Eximbank credit
await the receipt by us of Poland's trade treaty texts.
