He adds that this ratification will open the way for what now appears to be the adequate action which Argentina will take shortly respecting enemy property and aliens. 051 - AUSTRIA The UK Foreign Office believes the proposal to move 25,000 Jewish displaced persons from Austria to Italy would encourage the exodus of Jews from Poland and is inconsistent with requests made by the British to Greece, Yugoslavia, Italy and France for cooperation in checking illegal immigration to Palestine. 051 Austral We have asked Embassy Moscow to inform the USSR that we hope the Soviet member on the Allied Council in Vienna will be instructed to discuss the refugee problem with a view to providing temporary accommodations in the Soviet zone in Austria for some of the refugees. We believe the support of refugees in the US zone Austria should not be borne solely by the US but that equitable distribution of refugees should be made among the occupation zones and that an equitable share of the financial burden should be borne by each occupying power. 051 - CHINA Generalissimo Chiang Kai-shek reportedly told the new British Ambassador to China that he is convinced the Communists have no real intention of coming to a genuine compromise with the Central Government and concluded that the only course is to defeat the Communists militarily. Chiang reportedly stated that the defeat of the principal Communist forces should not be a lengthy process. The new British Ambassador to China has reported to London that General Marshall believes the Central Government can maintain large scale military operations for about two months after which China would fall into economic chaos, providing most favorable conditions imaginable for the spread of Communism. 051ching Ambassador Stuart reports that Chiang Kai-shek's recent public statement has not dispelled the increasing tension and general feeling of hopelessness with regard to a peaceful outcome in China. 051 Chind Commenting on the first explicit attack on Chiang Kai-shek to appear in a Soviet publication, Embassy Moscow states this attack suggests that the USSR is coming or already has come to the conclusion that Chiang cannot be counted on to serve or acquiesce in Soviet purposes in any government or governments which may develop in China. The Embassy adds that the attack possibly indicates that in July the USSR had washed out in its plans the likelihood of a Chinese coalition Government.
