SUMMARY OF TELEGRAMS
BULGARIA
Our mission in Sofia is receiving many reports of increas-
ing terror in the provinces against members of Bulgarian
opposition parties.
GERMANY
Our Delegation in Paris reports that consideration is being
given by our authorities in Berlin to reducing the monthly
export allocations of German coal from 850,000 tons to 500,000 tons, the
difference to be distributed to German industry in order to provide
essential mining machinery to increase coal production from the Ruhr.
The British have inquired whether we can make available an additional
350,000 tons monthly from October through January for export to France,
Italy and other European consumers in order to reduce the political and
economic repercussions in these countries which would follow any
reduction in German coal exports.
On September 1 there were approximately 118,000 Polish
Jews in our zone in Germany and Berlin. During August 30,000 such
refugees were received from our zone in Austria and Vienna of whom
approximately half are estimated to have arrived after August 20.
ICELAND
The Prime Minister of Iceland has stated he intended to
postpone an answer to our proposed note on bases until
after the Icelandic legislature had voted on the question. Our repre-
sentatives are seeking to persuade him to accept the proposals on behalf
of the executive branch with the reservation that his acceptance is subject
to legislative approval.
ITALY
Our representative in Florence has heard from authori-
tative sources that the Communist Party is distributing
arms to selected action squads.
GREECE
Embassy Athens reports that nationalists in Greece view
the visit of units of the US Navy not only as a sign of US
solidarity with the UK and sympathy with the return of the Greek King
