DEPARTMENT OF STATE OFFICE OF THE SECRETARY WASHINGTON November 12, 1946 SUMMARY OF TELEGRAMS COUNCIL OF The Secretary has asked that the Italian Foreign Minister be FOREIGN informed that any decision of the Italian Government to carry MINISTERS on direct negotiations with Yugoslavia in connection with the Trieste question is a matter for Italy and Yugoslavia to determine themselves but any agreement which might not be in harmony with the Council of Foreign Ministers' decision relating to the French line and to the establishment of the free territory of Trieste as well as the Paris Conference recommendations would have to be scrutinized with the greatest care. The US has no intention of taking the initiative in advocating any other solution. UNITED Our Delegation's statement on the Spanish question states that NATIONS we will support the Security Council in any action it takes against the Franco regime under the Charter, if and when the Council finds this regime is a threat to international peace and security. Pending such a finding, we are opposed to any inconclusive action by the United Nations. Meanwhile, seven Latin American countries have expressed opposition to a diplomatic break or economic sanctions as a means of eliminating the Franco regime. BURMA We plan to inform the British of our interest in peaceful and orderly constitutional progress in Burma. We believe UK assurances that Burma will receive treatment parallel to that of India might avert extremely unfortunate developments among the Burmese. COLOMBIA We are endorsing a recommendation of our Ambassador in Colom- bia, that pending the arrival of anti-riot weapons recently ordered, such equipment be loaned to the Colombian Government by our forces in Panama so that the Colombian police can cope with political and labor unrest and a general strike scheduled for November 15. CZECHOSLOVAKIA Our Ambassador has been informed by a person close to the Czech Finance Minister that the new Czech budget includes a secret fund for the use of the Defense Ministry. The informant states that this fund is being appropriated in order to comply with a Soviet request for the construction by the Czechs of large modern airfields in Slovakia which would be equipped to accommodate the largest and latest type aircraft, none of which the Czechs possess.
