DEPARTMENT OF STATE OFFICE OF THE SECRETARY WASHINGTON November 19, 1946 SUMMARY OF TELEGRAMS UNITED The Secretary has approved a suggested position for us to NATIONS take on the Soviet request for information on the disposition of troops of United Nation members in countries other than ex- enemy states. We will seek to broaden the inquiry to include all mobilized troops at home and abroad, including those in ex-enemy territories. Neither Austria nor Korea is to be regarded as an ex-enemy country. We will make clear that we have a clear conscience and nothing to hide. We are asking our Delegation to mobilize all its resources in endeavoring privately to convince other delegations of our position on the percentage of United Nations expenses which we should pay. We believe any proportion above 25% should be recognized as only temporary, that any pro- portion higher than 33 1/3% should be for only one year and that the Dele- gation should vote against any proposal to assess the US more than 40%. CHINA General Marshall and Ambassador Stuart believe it would be both useless and impolitic to attempt to obtain re-introduction of an article in our military advisory group agreement with China which commits the Chinese not to engage the services of the personnel of any third govern ment in connection with the Chinese armed forces. This question arises from the delivery to China of several British warships which our Navy believes will result in the British gaining a preponderant role in China's naval af- fairs. DENMARK We are informing the Danish Government orally that we consider the proposed agreement granting the USSR the right to fly to Copenhagen without the reciprocal right for a Danish airplane to fly to Mog- cow as contrary to the orderly and liberal development of international civil air transport and of general international trade and commerce. We believe such an agreement would not be in the best interest of the Danish Government. IRAN Ambassador Allen is inclined to doubt that substantial amounts of useable military equipment, if any, will be delivered by the USSR to Iran, particularly if the Iranians have imposed the conditions they claim they have on the Soviet offer of arms. POLAND We are again informing the Polish Government that we expect that equal rights and facilities in the forthcoming election campaigns and in the elections themselves will be accorded to all democratic and anti- Nazi parties in accordance with the Potsdam Agreement.
