DEPARTMENT OF STATE OFFICE OF THE SECRETARY WASHINGTON November 25, 1946 SUMMARY OF TELEGRAMS UNITED In reply to Dulles' observation that if Soviet suggestions con- NATIONS cerning trusteeship agreements were adopted, the establishment of the Trusteeship Council at this session of the General Assem- bly would be jeopardized, the Soviet representative replied that although the USSR would like to see the Trusteeship Council set up at this session, it was more important to have this Council set up right than set up quickly. ARGENTINA Ambassador Messersmith has been informed by the Argentine Foreign Minister that the Czech and Swedish ministers are offering to sell arms to Argentina. Messersmith gathered that the Argentine Govennment has no interest in either offer because it is still hoping for an eventual hemi- sphere defense pact and a military standardization program. BULGARIA Commenting on the membership of the new Bulgarian Cabinet, our representative reports that it is clear that Bulgaria now has what may be justly called a Communist Government. CHINA We reluctantly accept the fact that there is no other feasible method of achieving adequate distribution of UNRRA supplies in Chinese Communist areas than to have UNRRA take over direct distribution in these areas. FRANCE Caffery is inclined to believe that the Communists will be suc- cessful in their efforts to persuade Herriot and the Radical Socialist Party to participate in the next French Government if the Cabinet is not presided over by a Communist. Undersecretary Warner of the UK Foreign Office told our Charge in London that the Communists hold the whip hand in France and that this Com- munist threat so close to England is a matter of deepest concern to him. GREECE Embassy Athens reports that bandit forces in north Greece are now calling themselves the Republican Army of northern Greece. This change, the Embassy believes, may have considerable propaganda importance as tending to place the bandit activity on a "civil war't level.
