SUMMARY OF TELEGRAMS
UNITED
Information gathered by our Delegation indicated that 25
NATIONS
members support San Francisco as the permanent headquarters
for the United Nations, 22 members support an East Coast site
and 7 members, including the US, have not made their. position known. A
number of delegations included in the group favoring the East Coast site
would follow our lead.
AUSTRIA
In response to a question by General Clark, the Soviet com-
mander in Austria said that by the middle of 1947 tiwe should
be
out of here. II This is the first time the Soviet commander has mentioned
a time for the withdrawal of Soviet troops from Austria. His statements
were made during a closed meeting of the four commanders in Austria during
which he indicated he had no interest in obtaining local Austrian currency
for Soviet troop expenditures after June 1947.
IRAN
Ambassador Allen reports the Shah told him that the Soviet
Ambassador had repeated to Prime Minister Qavam a previous
warning that the USSR could not disregard disturbances which would be cre-
ated in the region of the Soviet frontier by the despatch of Iranian troops
to Azerbaijan. The Shah added that Qavam agreed with him that the plan to
send troops into Azerbaijan must be carried out. Allen adds that it is not
unlikely that the USSR may be preparing to break with Qavam and perhaps
planning to establish in Tabriz the present Iranian Ambassador to Moscow
as the recognized government of all Iran.
UNITED
A British Embassy official in Santiago informed our Embassy
KINGDOM
that the UK is embarrassed over the recent aroused interest in
Chile and Argentina in Antarctic claims since a British expe-
dition is at present in an Antarctic sector claimed by Argentina.
