SUMMARY OF TELEGRAMS
EGYPT
The Egyptian Prime Minister has informed our Ambassador
in Cairo that it is his firm intention to take the UK-
Egyptian dispute to the Security Council. He added that there could
be no question of further direct negotiations so long as the British
maintained troops in Egypt. Embassy London has been informed that,
while we hope this case can be settled outside UN, we do not consider
it appropriate to attempt to dissuade Egypt from bringing the case to
the Security Council.
GREECE
The British Foreign Office has indicated that instruc-
tions will be sent Cadogan to support Austin in his re-
quest today that the Security Council authorize the UN Investigating
Commission in Greece to leave representation in the border area dur-
ing the writing of the report and subsequent SC consideration of the
case. Austin will also explain our present program of aid to Greece
and make clear that we are not prejudging the work of the Commission
but rather are vitally interested in its report and in action which
SC will take in this case.
PARAGUAY
The Chilean Ambassador in Asuncion considers that condi-
tions in Paraguay as a result of the present civil war
are about as unpropitious as possible for the establishment of any
kind of a stable democratic regime.
