DEPARTMENT OF STATE OFFICE OF THE SECRETARY WASHINGTON September 2, 1949 SUMMARY OF TELEGRAMS SHANGHAI We are endeavoring to obtain the assurances of the Chinese government that it will allow unmolested commercial air flights to Shanghai sufficient for the evacuation of US citizens and other foreign nationals to Hong Kong, Okinawa or such other points as might be required. Admitting that the Communists might require a small percentage of each aircraft's capacity for their own uses, we feel that this incidental advan- tage to the Communists is outweighed by considerations of evacua- ting foreign nationals. KASHMIR Our Ambassador in New Delhi is more optimistic about the possibility of arbitration of the Kashmir dispute between India and Pakistan since, in contrast to his earlier in- transigent attitude, Nehru gave President Truman's recent message a thoughtful and concerned reception. The Ambassador is convinced that the Truman and Attlee messages have ensured that the arbitra- tion proposal will be studied with great care and that Nehru is now fully aware of the importance of the decision to be reached. BERLIN Our Political Adviser in Berlin believes that various recent reports and developments indicate that the USSR may be on the verge of some move aimed at reunifying the Berlin city administration. While the possibility cannot be ruled out that the Soviets are planting rumors for the purpose of creating uneasiness in western Berlin, our representatives would not be surprised by some new Soviet proposals in the near future.
