SUMMARY OF TELEGRAMS
TRIESTE
We have concluded, after consideration of the
views of Embassies Rome, Belgrade and Moscow,
that a reply to the Soviet note on Trieste cannot be avoided. We have
indicated to Embassy London our views on the wording of the proposed
US, UK and French replies and have stated that while we do not be -
lieve that the texts of the three Governments' replies need be identical,
we do believe that they should be substantially similar to avoid any
appearance of disunity. Contrary to the British preference for a
longer, detailed rebuttal of the Soviet allegations, we believe that a
shorter version would be more effective from a political and propaganda
point of view. We propose to hand copies of our reply to the Soviet
note to the Yugoslav and Italian Ambassadors here after its delivery in
Moscow and to take the occasion to raise with the Yugoslav Ambassador
the matter of Yugoslav restrictions in their zone of Trieste. In addi-
tion, our Ambassador in Belgrade has been authorized to discuss in
general terms with the Yugoslav authorities the question of these
restrictions should the opportunity arise.
BURMA
Embassy Rangoon has learned from a reliable
source that Chinese Communist troops have now
occupied an important area along the Burma-China - border, thus filling
the vacuum which had insulated Burma from the full implications of
the Communist conquest of China. Our Embassy believes that the
Chinese Communists are now in a position to give effective aid to local
insurgents in Burma.
