MLT (Naval Aide)46 DEPARTMENT OF STATE OFFICE OF THE SECRETARY WASHINGTON June 22, 1950 TOP T SUMMARY OF TELEGRAMS CHINA The British Foreign Office, explaining to Embassy London its present position on the seating of the Chinese Communist regime in the UN, has indicated that the UK has come to the conclusion that it should take the lead in breaking the UN deadlock. According to the Foreign Office, the UK has always intended to cease abstaining and to vote in favor of seating the Chinese Communists when it became clear in any UN body that a majority favored Chinese Com- - munist participation. On the basis of a British belief that the balance in the UN Children's Emergency Fund was getting narrow, a high-level decision was made to cast an affirmative vote, and the vigorous reaction of the US came "somewhat as a surprise" to the Foreign Office. DENMARK We have expressed to Ambassador Anderson in Copenhagen our belief that the concern over North Atlantic Treaty planning voiced by the Danish Prime and Foreign Ministers reveals a misunderstanding of the basic NAT concepts and the present status of NAT plans. For our Ambassador's guidance should future discussion be deemed advisable, we point out that regional and national security in the strict military sense of confident defense against invasion exists nowhere in the NAT area today, but that the best protection for all parties lies in confronting the USSR with convincing evidence that aggression against any NAT member will be met by a con- certed reaction by all, including the potential of the US. We state that security can only result from a real effort on the part of all NAT mem- bers effectively to implement the NAT planning which is now in progress. Our Ambassador is also authorized to remind the Danish Prime Minister of our important NAT planning commitments on sea and air, which are of direct importance to Denmark.
