NLT (Navil A:de/137 OFFICE OF THE SECRETARY OF STATE WASHINGTON December 26, 1950 TO SUMMARY OF TELEGRAMS INDONESIA We have informed Ambassador Cochran in Djakarta that we see a departure from our position of impar - tiality in the Netherlands New Guinea dispute in his suggestion that we should approach the Netherlands Government and express our concern over the possible failure of their present negotiations with the Indonesians over this area. Ambassador Cochran has also expressed his concern over Dutch For- - eign Minister Stikker's approach to the Secretary for our Government's opin- ion as to whether the disputed area is of strategic importance. Ambassador Cochran states that if we should answer Stikker that the area is essential to strategy it would give the Indonesians and other Far Eastern countries grounds for continuing to accuse America, Britain and Australia of cooperating in military planning without respe ct to nationalist interests in the area. The Indonesian delegate now negotiating with Dutch authorities at The Hague over this issue is under instructions to accept noth- - ing less than a Netherlands announcement before the end of 1950 that Nether - lands New Guinea is Indonesian and that both de jure and de facto sovereignty will be transferred to Indonesia by a date within 1951 to be fixed. CHINA The efforts of the UN Committee of Three, set up to attempt to implement the thirteen-natior resolution calling for a cease-fire in Korea, have been categorically rejected by Chou En-lai, the Chinese Communist Foreign Minister, in a message to GA Presi- dent Entezam, dated December 23. The message calls the Committee "ille- - gal" and is defiant in tone throughout its length. The Committee does not plan to release the text to the press for the present. USSR Following intelligence reports from Bern, Paris and Vienna to the effect that the Russians have approached a "western European country" (presumably France) with the proposition that its boundaries would be respected in case of war if it would oppose German rearmament, we instructed our principal officers in the above-named capitals in their discretion to forewarn the proper officials of such a proposition.
