Dear Mr. Clancy:
Your letter of April 30 was very grate-
fully received. I am indeed glad that the
six weeks intervening since our previous ex-
change of letters witnessed notable developments
in the organization of The National Committee
Against Limiting the Presidency and congratulate
you upon your distinctive stationery and the
personnel of the Committee.
Your invitation to me has not been for-
gotten. On careful consideration, however I
am in doubt as to whether I, as a member of the
Federal Civil Service, may properly join and I
think it unwise to raise the question. But I
assure you that, without formal membership I
shall always be glad to contribute what little
I can toward preventing the proposed amendment's
being written into the Constitution. I am
enclosing, for your criticism and possible use,
the rough draft of some suggestions for an
argument that States which have already ratified
may revoke their ratifications. We may need
some revocations in order to be sure of success esto
especially
in
the
light
of
the
fact
that
we
have
to
be on guard for five more years.
I have heard that North Dakota and South
Dakota took affirmative action this year: Idaho
and Tennessee negative action. Such information
beyond this as you have regarding the 1949
legislative sessions I should be most grateful
to have and of course I should greatly appre-
ciate copies of your 1940 pamphlet and all the
