MEMORANDUM FOR MR. KEECH
Tom Emerson, Legal Division

of OWMR, in charge of legislative
program, prepared this letter of
3/19/46 to Watson Miller for the
President's signature re National
Health Program. Mr. Emerson tells
me that "the subject of the letter
was discussed by the President at
Cabinet meeting, and subsequently
Mr. Snyder phoned the Secretary of
Agriculture, the Secretary of Labor,
and the Veterans' Administrator.
It was therefore held unnecessary
to prepare letters for the Presi-
dent's signature to these people #
