My dear Mr. Cox:
Your letter of April twenty-eighth
has been received and I am sorry that it is
not possible for the President to do as you
ask. Because of pressing official duties,
he is unable to comply with the many requests
received for statements on various subjects.
I am, nevertheless, enclosing a copy of the
President's Message to the Congress of
November 19, 1945, which may be helpful to
you in your debate.
