Dear Mr. Pharriss:
It was nice to receive your letter of
January ninth and I wish that I could give you
some help in connection with the Census. The
organization as set up is to operate strictly
through state channels and, therefore, we cannot
assist as the state organization is to make the
recommendations. The only course for you to
follow, as far as I know, is for you to get to-
gether with the local organization. Again I
want to say that I am sorry I cannot write an
encouraging letter.
