These are ready for telegraphic release as a page insertion in these
newspapers.
The purpose behind it is this some time back I became interested in
the discriminatory features of the McCarran Bill. Subsequently Senator
Lehman's office and others pointed out to us it would be most helpful
to the administration if we could supplement their efforts to nullify
such legislation by getting something before the legislators to impress
them with the importance of setting up a new standard rather than the
1920 yardstick for our immigrants.
Of course, this is quite expensive insofar as dollars are concerned, but
I feel it is the kind of contribution I would be glad to make in the
event that you can decide upon the proper day or date that we should
publish this copy.
As I understand it, the bill has passed in the House by a large majority;
it will undoubtedly pass in the Senate, and next I believe it reaches
the President desk where I understand it is expected it will be vetoed.
Question: What is the most effective date upon which to release this
message?
