Dear Mr. Keenan:
I want to express my deep apprecia-
tion for your services to this Government as
Chief of Counsel, acting on behalf of the
United States of America, for the prosecution
in the trial of persons accused of war crimes
before the International Military Tribunal for

the Far East.
You have carried out a most difficult
and responsible assignment with credit to both
your country and yourself, and at the same time
have contributed immeasurably to the cause of
humanity and the further development of interna-
tional law.
