My dear Mr. President:
There is enclosed for approval a contract between William A.
Durant, Principal Chief of the Choctaw Nation, and Ben Dwight,
Attorney at Law of Oklahoma City, Oklahoma, by which Mr. Dwight
is to be employed as Attorney for the Choctaw Nation of Oklahoma
from July 1, 1946 to June 30, 1947. Authority for approval of
the contract is contained in Section 28 of the Act of April 26,
1906 (34 Stat. 137 - 148), and the Act of March 3, 1911 (36 Stat.
1058 - 1070).
Mr. Dwight has been employed under similar contracts during
the past two fiscal years. He is a Choctaw Indian and a member
of the Oklahoma Bar in good standing. His services have been
satisfactory. The Interior Department Appropriation Act for 1947,
approved July 1, 1946, provides for the payment of compensation
to the Choctaw National Attorney for the period ending June 30,
1947. I recommend that the contract be approved, effective July 1,
1946.
