6-AA March 6, 1947 x 3-7-47 MEMORANDUM FOR THE PRESIDENT: Re: Indian Claims Commission # When I last discussed the matter of appointments to the Indian Claims Commission you indicated that if you could be re- lieved of your commitment to former Congressman McLaughlin, you would appoint to the Indian Claims Commission Edgar B. Witt, of Texas, William M. Helt, of Nebraska, and Charles Brannan, of Colorado. Favorable reports from the Federal Bur eau of Investi- gation have been received on all of these men. Joseph C. Senator/ 0' Mahoney has made some very caustic statements to Gael Sullivan concerning the elimination of his candidate, Louis J. O'Marr. of Wyoming. I also received a telephone call from Senator O'Mahoney in which he expressed his thoughts in no uncertain terms, and similarly he expressed himself to Administrative Assistant Murphy. Senator O'Mahoney's first argument is that Bob Hannegan has given the Senator the impression that he (Hannegan) has recom- x299-A mended to you the appointment of O'Marr. As a matter of fact, Hannegan's recommendation was for the appointment of Brannan. In addition to Hannegan's recommendation of Brannan, on December 30, 1946, I discussed with Oscar Ewing the matter of appointing Witt, Brannan, and Holt, and Ewing gave his approval. Senator 0'Mahoney feels that he has some rights in the matter because he sponsored the legislation which resulted in the crea- tion of the Indian Claims Commission, and Gael Sullivan has sug- gested that O'Marr be appointed, rather than Brannan. x6-A Endorsements-d ' man George J.
